What does USMT capture?
USMT captures user accounts, user files, operating system settings, and application settings, and then migrates them to a new Windows installation. You can use USMT for both PC replacement and PC refresh migrations. For more information, see Common Migration Scenarios.
Does USMT migrate AppData?
It includes migrates AppData (Local, Roaming, LocalLow) script. Unless you have a very specific use case, I personally wouldn’t bother migrating App Data, only some applications will work gracefully by moving it and honestly a lot of it just isn’t useful.

The MDT task sequence includes an option to move user data and settings. It works if we’re talking regular profile stuff like files / folders, and will even grab files that are in the root of C. It does NOT grab the OneDrive folders.
Why is one drive for business not syncing?
The One Drive for Business (ODFB) sync folder in the migrated user’s folder is being correctly stored and replaced, but the sync status and settings of the ODFB application are not. After the refresh when the user launches ODFB they are asked to start syncing as if they had not already been doing so before the refresh.
